NOTICE OF MOTION Campaign Contribution Legislation - File: 09-4200-01-0001/2015 22.

WHEREAS, the newly elected NDP Government of Alberta has introduced legislation to prohibit political campaign contributions from corporate and union sources:

THEREFORE BE IT RESOLVED THAT the City of North Vancouver petition the Government of BC to prohibit political campaign contributions from corporate and union sources at the Provincial and Municipal level in the Province of BC;

THAT limits be placed on the size of individual candidate's contributions and contributions to campaigns;

AND THAT a copy of the resolution be forwarded to the Union of BC Municipalities, North Shore MLAs, MPs and the Chamber of Commerce.

NOTICES OF MOTION

  1. Below Market Rental Units in Multi-Family Developments - File: 10-5040-08-0001/2017

WHEREAS approximately 50% of City households are renters;

WHEREAS the vacancy rate in the City of North Vancouver is approximately 0.3%;

AND WHEREAS an affordable supply of rental accommodation is fundamental to a sustainable, inclusive and liveable city;

THEREFORE BE IT RESOLVED THAT Council instruct staff to bring forward coordinated policies to ensure that any and all multi-family developments in the City provide a minimum of 20% of units, as rental, on a 10% below market rate in perpetuity. CARRIED

Councillor Bookham is recorded as voting contrary to the motion.

Building Step Code for Institutional Buildings - File: 09-3760-01-0001/2017

WHEREAS in bringing forward a Building Step Code for the Province of British Columbia, the Provincial Government has not included or prioritized Institutional Buildings (i.e. hospital, government and school);

AND WHEREAS these types of buildings are major energy consumers, many of which are due for renewal, upgrades and/or replacement;

THEREFORE BE IT RESOLVED THAT the Mayor write a letter to the Minister of Municipal Affairs and Housing asking the Province to move quickly to include Institutional Buildings in the Step Code or in a parallel system;

AND THAT the North Shore MLAs and MPs be copied on the letter.

NOTICE OF MOTION

50 Metre Pool at Harry Jerome - File: 06-2240-02-0001/1 18.

Submitted by:Councillor Clark

WHEREAS the City and District of North Vancouver have an agreement that either municipality choosing to build a facility in that municipality, to be operated by the jointly funded North Vancouver Recreation and Culture Commission, will assume full responsibility for the capital costs of any such new facility or expansion of an existing recreation facility;

WHEREAS the City and District of North Vancouver have an agreement that the net operating costs of operating the recreation facilities in either municipality, operated by the North Vancouver Recreation and Culture Commission, be shared by the City and District of North Vancouver according to a formula based on estimated public usage statistics;

WHEREAS the District of North Vancouver has recently built and capital- funded a new Delbrook Community Centre and indicated plans for a new recreation facility in Lower Capilano, the operating costs for which would be shared according to the existing recreation facilities' operating costsharing agreement;

AND WHEREAS in December 2012, Council of the District of North Vancouver indicated an unwillingness to cost-share according to the existing formula the operating costs of a 50 metre pool should the City choose to include this size of public pool in the planned new Harry Jerome Recreation Centre located in the City of North Vancouver;

THEREFORE BE IT RESOLVED THAT the Chief Administrative Officer and staff be directed to initiate and/or continue discussions with staff at the District of North Vancouver to secure their Council's agreement to cost- share the operating costs for the new Harry Jerome Recreation Centre, including a 50 metre pool, consistent with the North Vancouver Recreation and Culture Commission's current operating cost-sharing formula, which applies to existing recreation facilities;

AND BE IT FURTHER RESOLVED THAT the North Vancouver Recreation and Culture Commission be advised of this motion.

THEREFORE BE IT RESOLVED that Metro Vancouver be requested to require Seaspan to host a Public Information Meeting to present the facts regarding the application, and to invite City of North Vancouver Council, Vancouver Coastal Health and the public to the meeting. CARRIED UNANIMOUSLY

WHEREAS the hauling of soil spoils from construction sites is a major contributor to greenhouse gas emissions;

AND WHEREAS coordination of the hauling of soil spoils could reduce the overall tonnage of soil hauled throughout Metro Vancouver;

THEREFORE BE IT RESOLVED THAT Council call on Metro Vancouver to establish a soil spoils coordination system.

NOTICES OF MOTION

Moved by Councillor Clark, seconded by Councillor Bell

WHEREAS the hauling of soil spoils from construction sites is a major contributor to greenhouse gas emissions;

WHEREAS coordination of the hauling of soil spoils could reduce the overall tonnage of soil hauled on the North Shore;

AND WHEREAS the City's spoils site is reaching the end of its usefulness;

THEREFORE BE IT RESOLVED THAT Council request staff to enter into discussions with the North Shore municipalities and Metro Vancouver to establish a joint soil spoils operation at an appropriate site.

NOTICES OF MOTION  

  1. Metro Vancouver Retirement Package – File: 01-0400-60-0006/2018

WHEREAS the Council appoints its Director to the Metro Vancouver Board;

AND WHEREAS the Metro Vancouver Board recently implemented a retroactive retirement package, along with a salary increase to offset the 1/3 tax deductibility loss, both without consultation with member municipalities directly;

THEREFORE BE IT RESOLVED THAT Council write to the Metro Vancouver Board to express strong opposition to these changes and request repeal.
